the truly needy.
the working poor.
everyone equally.
the organized and articulate.


Groups with a common interest find it:

easy to organize because they have do have a common interest.
easy to organize if their common interest is to obtain favors from the government.
hard to organize because they usually face a free-rider problem.
hard to organize if the group is small, but easy to organize if the group is large.
